More on homeschoolers and sports

From the Las Cruces Sun-Times...

Home-schooled students would be able to participate in sports, music and other after-school activities, under a bill sponsored by Senate Minority Whip Lee Rawson and passed on a 32-0 vote in the Senate.

The bill would allow home-schooled students to participate in school district activities in the attendance zone where they reside. Students wanting to participate at another school would be subject to transfer guidelines set by the New Mexico Activities Association. The Public School Finance Act would be changed to reimburse school districts for whatever costs they incur in providing these services.

"Home-school students are students whose parents pay taxes for the local school, but choose to educate their sons and daughters at home," Rawson said. "These children will now have the opportunity to play in team sports after school or attend the science club," Rawson said.

Why would public schools need to be "re-imbursed" for providing a service the parents are already taxed for?
